See the work included before comparing rates
Guide reviewed: 17 October 2026. These indicative planning bands draw on published Indian city/state pricing under the assumption that comparable work can inform a Goa budget. They are not a surveyed Goa average or a binding contractor rate card. For planning, allow separately for applicable GST, confirmed in the actual quote. Final prices depend on the project; source websites have differing tax and scope bases.
Choose the price view you need
| Budget view | Indicative planning allowance | What it means |
|---|---|---|
| Civil shell: materials and labour | ₹1,100–₹1,700/sq ft | Defined foundations, RCC structure/slabs, masonry and internal/external cement plaster |
| Civil-shell labour only | ₹250–₹450/sq ft | Labour for the defined structure, masonry and plaster; materials excluded, equipment/site responsibilities to be allocated |
| More demanding civil shell | ₹1,700–₹1,900+/sq ft | Project-specific complexity/site/specification; not a structural-safety upgrade |
| Standard finished-home context | ₹1,800–₹2,600/sq ft | A broader owner-budget view with specified finishes/services; not the price of our civil-only scope |
| Higher-specification finished-home context | ₹2,600–₹3,500+/sq ft | Wider scope with higher finish/fitting allowances; bespoke villas may exceed it |
These are alternative scope views, not numbers to add together. A finished-home allowance already contains its civil construction component. Labour-only is not an amount to add to the materials-and-labour shell rate.
Every price still requires the engineer's design and applicable requirements. A lower finish budget does not permit reduced reinforcement, unsuitable materials or omitted required checks.
What does the civil-shell allowance buy?
| Item | How to treat it |
|---|---|
| Foundations and RCC | Defined ordinary scenario to structural drawings; abnormal ground/design conditions separately assessed |
| Masonry and cement plaster | Specified units/thicknesses and identified plaster surfaces |
| Doors, windows and finished flooring | Outside this shell allowance unless expressly added |
| Electrical/plumbing installation and sanitary fittings | Outside this shell allowance; sleeves/conduits and rough-in boundaries must be stated |
| Painting, joinery, furniture, appliances and HVAC | Outside the shell allowance |
| Retaining structures, compound walls, paving, drainage, tanks and other external work | Separately identified/quoted rather than assumed included |
| Professional appointments, investigations and authority/utility costs | Separately allocated; check for overlap before adding budgets |
| Plant, scaffolding, tests, access/handling, temporary water/power and debris | Must be allocated in the actual quote; not assumed uniformly covered by every source rate |
| Specialist roofing and waterproofing | Separate appointments/interfaces, not acquisition services on this website |
An RCC structural slab can be within the civil structure. That does not make specialist roofing/coverings or waterproofing part of the shell price. Full scope framework.
Measure the right area
For a whole-house allowance, use the agreed total built-up area across all floors, not the plot area. Balconies, stairs, porches, voids and separately charged external work need explicit treatment in the quote.
If each of two floors is 100 sq m, the combined starting area is 200 sq m. If you have already entered 200 sq m across both floors, do not multiply it by two again. One sq m equals approximately 10.7639 sq ft.
Masonry uses the wall's measured face/volume basis as agreed. Plaster uses the surface actually treated. Room floor area is not the quantity for every operation in that room.
Example house budgets
| Total built-up area, all floors | Approximate sq ft | Civil-shell allowance at ₹1,100–₹1,700/sq ft |
|---|---|---|
| 100 sq m | 1,076 | ₹11.8–₹18.3 lakh |
| 150 sq m | 1,615 | ₹17.8–₹27.4 lakh |
| 200 sq m | 2,153 | ₹23.7–₹36.6 lakh |
| 240 sq m | 2,583 | ₹28.4–₹43.9 lakh |
Figures are rounded planning examples before separately confirmed tax and exclusions. For 240 sq m, the broader standard finished-home band gives about ₹46.5–₹67.2 lakh. That is an alternative wider view, not an amount to add to ₹28.4–₹43.9 lakh. Land and other owner costs may still sit outside it.

These Indian published-price indicators help explain the measurement and scope. They do not establish a final Goa rate. Unless marked labour-only, the category is materials and labour; tax is separately confirmed for the actual quotation.
| Work | Indicative guide per sq ft | Scope qualification |
|---|---|---|
| 4.5-inch brick masonry | ₹100–₹130 | Wall-face area; plaster excluded; limited comparable evidence |
| 9-inch brick masonry | ₹130–₹200 | Wall-face area; plaster excluded; specification/quantity matter |
| Internal cement plaster | ₹25–₹55 | Each treated surface; preparation, thickness and access to be specified |
| External cement plaster | ₹30–₹85 | Each treated surface; wider access/height/preparation differences |
| Internal plaster, labour only | ₹12–₹25 | Materials excluded; responsibilities to be allocated |
| External plaster, labour only | ₹15–₹22 | Lower-confidence published guide; equipment/scaffolding allocation matters |
Do not add a labour-only figure to a materials-and-labour figure for the same work. Existing-surface repairs, hacking, scaffolding and disposal may change the scope substantially.
Example partition: 10 ft × 10 ft gives 100 sq ft of wall face. At ₹100–₹130 for 4.5-inch brickwork plus ₹25–₹55 for each of two plaster faces, the illustration is ₹15,000–₹24,000 before excluded work and separately confirmed tax. Painting, structural support, demolition and services are not assumed included.
Work priced after assessment+
Laterite masonry needs its own stone dimensions/quality, thickness, mortar and delivered supply basis. Excavation needs volume, classification, method and disposal. RCC needs design quantities, reinforcement and formwork; a ready-mix delivery price is not the installed structural price.
Retaining walls, drains, septic systems, sumps, extensions and existing-building alterations need dimensions, design, connections and conditions. We do not invent a universal “per foot” rate where comparable scope is not established. Masonry works · Excavation.
Budget outside the civil contract
Check professional design/engineering, survey/soil investigation, authority fees/deposits, utility connections, service installations, finishes, specialist work, boundary/gate work, drainage, retaining structures, landscaping, furniture and appliances. Confirm what is already included before adding another allowance.
Keep owner contingency separate from the contractor's price and optional upgrades. The reserve should reflect unresolved risks and design maturity, not a universal percentage presented as a Goa rule.
Where to spend and where to save
Protect the investigation/design, specified structure, required inspection/testing, concealed services, safe access and workable site drainage. A cheaper visible finish does not compensate for an unresolved foundation or water route.
Look first at usable area, simpler forms where appropriate, standardised finishes, coordinated service routes and decisions made before construction reaches them. A reduced floor area is not always a straight rate-per-square-foot saving because bathrooms, services and structural requirements may remain.
Supply allowance example: lowering a tile supply allowance by ₹300 per sq m over 130 sq m changes it by ₹39,000 before wastage, taxes, delivery and installation adjustments. This illustrates the method, not a promised Goa saving.
Decorative work may be deferred where it does not compromise safety, weather protection or lawful use. Deferral can lower immediate spending without reducing lifetime cost; remobilisation and future price changes remain possible.
A worked contract example
The fictional weekly report uses a 240 sq m home with an original civil contract of ₹36 lakh, approximately ₹1,394/sq ft. An approved ₹42,000 drain change takes the approved value to ₹36.42 lakh.
A proposed ₹18,000 partition remains outside that approved value until accepted. If accepted at that amount, it would become ₹36.60 lakh. Assessed work, cash received and physical completion remain separate measures. All those report figures exclude GST and demonstrate reporting, not a live offer.
From guide to quotation
Send the location, work type, approximate quantity/area, drawing status and desired start. We assess the site and missing information, then prepare the measured scope, specification, exclusions and payment basis.
Site visits are normally arranged within 2–4 working days, subject to availability. A ₹500–₹1,000 indicative visit/investigation charge may apply to smaller scopes; fees are flexible and confirmed before booking. The initial visit is generally free for projects expected to exceed ₹2 lakh within confirmed areas, subject to the location/assessment.
Budget questions
I have two square-foot prices. How do I know which is fair?+
Compare identical drawings, area definitions, specification, allowances, quantities, tests, access and exclusions. First make the scopes comparable, then compare the money. Quotation comparison checklist.
Will buying the materials myself definitely save money?+
Not necessarily. Compare delivered costs, quantities, wastage, handling, storage, equipment, replacement and delay risks. A labour-only appointment can suit some owners, but it transfers purchasing responsibilities that a materials-and-labour quote may carry.
Does your budget include taxes and approvals?+
The guide uses planning allowances with applicable GST separately confirmed. The actual quotation identifies taxable value, applicable GST and payable total. Professional appointments, authority charges and deposits must be allocated in the scope; no universal approval-fee percentage is assumed.
Why can a small renovation cost more per square foot than a new house?+
Protection, demolition, difficult access, service alterations and mobilisation can be spread across a small area. The work also depends on what is already there. We price the specific repair/alteration scope instead of using a misleading whole-house multiplier.
Can I treat this estimate as the price to sign for?+
No. It is an early planning range. A contractual quote needs the project information, defined scope, assumptions, tax treatment, validity and agreed conditions. Changes and provisional quantities follow the written valuation process.
