Civil construction scope and exclusions

Our civil construction scope and exclusions explain how your quotation should define the work, price basis and responsibilities before mobilisation. Words such as “shell”, “complete” and “turnkey” are not enough on their own.

The signed quotation, scope schedule, specifications, identified drawings and agreed contract terms establish your project scope. This page explains how that information is organised; it does not turn every listed service into a standard inclusion.

Choose a scope that matches your project

Appointment What must be defined
Labour-only civil work Named operations, labour and tools included; materials, plant, handling, scaffolding and site facilities allocated individually
Civil structure and shell Excavation and foundation basis, RCC structure, masonry, stairs and agreed plaster or preparation stages
Civil work with selected finishes The defined shell scope plus specifically listed flooring, openings, painting or services and their allowances
Coordinated completion A responsibility schedule covering our work and separately appointed trades; this is not automatically an all-inclusive turnkey contract

An RCC roof slab can be part of the structural scope. Specialist tile or sheet roofing, roof coverings and waterproofing remain separately appointed services unless a written agreement expressly provides otherwise.

Every work item receives a scope status

Included: Defined work priced in the contract, with quantities or measurement rules and specifications.

Allowance: Included in the budget at a stated value, subject to the agreed adjustment method.

Optional: Priced separately and carried out only after acceptance.

Excluded / by others: Outside our price, with the responsible party and interface identified.

Unresolved: Information still required before the relevant scope can be finalised. We identify the consequence for pricing or commencement rather than treating it as agreed work.

Items that need explicit confirmation

Item What the quotation should identify
Surveys, investigation and design Who appoints and pays for measured surveys, soil investigation, architecture, structural design and specialist advice
Excavation and ground preparation Assumed ground conditions, depth or quantities, rock treatment, disposal, dewatering and access
Structural works Members and levels included, design references, concrete and reinforcement requirements, formwork and testing
Masonry and plaster Locations, units, thicknesses, preparation, finish and interfaces with openings and services
Plumbing and electrical Whether provision, rough-in, complete installation, fittings, testing or connection work is included
External civil work Separate boundaries for drainage, paving, compound walls, retaining walls, tanks and other structures
Finish selections Product specification, allowance, quantity, labour and treatment of upgrades or credits
Site facilities and protection Temporary water and power, storage, lifting/access equipment, protection of existing property and waste removal
Professional and statutory costs Included assistance versus professional fees, authority charges, deposits, taxes and other applicable statutory amounts
Completion Cleaning standard, snag process, records, certificates supplied by responsible parties and defect-reporting arrangements

Costs not assumed to be in a general civil rate

Unless expressly included, allow separately for land purchase and title work, authority fees and deposits, professional appointments, utility connections beyond the defined boundary, specialist roofing and waterproofing, interiors and furniture, appliances, air conditioning, CCTV, solar equipment, landscaping and pool work.

Abnormal ground conditions, demolition, shoring, major retaining structures, extensive filling, off-site drainage changes and difficult access also need specific assessment. Where an item is foreseeable but its quantity remains uncertain, the quotation should explain its assumption or provisional allowance.

“Excluded” means excluded from the contractor's price. It does not mean unnecessary for a usable or compliant project.

Roofing and waterproofing: define the interface

Before affected work begins, the scope schedule assigns responsibility for structural substrates, designed falls, upstands, openings, penetrations, specialist application, testing and protection. It also identifies who coordinates the sequence and who signs off readiness for the next trade.

No contractor should have to guess who is preparing a surface or repairing damage caused after specialist work is complete.

How extra work is agreed

A proposed change identifies the work, reason, drawing or specification change, additional cost or credit and programme effect. Valuation follows the agreed contract: existing rates where applicable, agreed new rates or another documented basis.

The authorised owner representative approves the change before it proceeds, except where immediate protective action is necessary for safety or to prevent damage. Such action is documented promptly, with valuation and responsibility resolved under the contract.

What the owner provides

Before starting, confirm lawful site access, available property and approval records, current design information, agreed payment arrangements and one authorised decision-maker. Owner-supplied products need an agreed delivery date, quantity, storage arrangement and responsibility for suitability, damage, installation and warranties.

Questions about inclusions

Does “shell” mean the house is ready to live in?+

No. It describes an agreed construction stage. Doors/windows, service installations, fittings and finishes can remain outside it. The written scope defines the actual handover condition.

If something is excluded, can I ignore it in my budget?+

No. Excluded means outside this contractor's price, not unnecessary. Allocate any essential design, approval, service or specialist work to the responsible party and include its cost in your wider budget.

Can I add finishes later without changing the contract?+

Additional work needs a written scope and valuation, with interfaces and time effect agreed. A civil-only appointment should not quietly become an undefined completion contract.
